Brief Biography

Steve is Chartered Engineer employed as Project Director for the Highways Agency in England (The Highways Agency is an Executive Agency of the UK Government, responsible for the inter-urban strategic road network). Throughout his professional career Steve has managed major trunk road improvement projects. Since 1994 he has worked on private finance projects, applying the UK Government's Private Finance Initiative (PFI) to major road infrastructure projects. He was responsible for the Design, Build, Finance and Operate (DBFO) programme that comprised eight DBFO contracts, embracing 40 major trunk road improvement schemes with a capital value of around £1Bn. These projects were taken through procurement and construction and are currently under the operational management of private sector consortia working under PFI contracts designed to last for 30 years. In 1997, Steve became responsible for an innovative national strategy for real-time traffic monitoring and driver information - called the national Traffic Control Centre Project. Steve has led a diverse team dealing with technical, commercial and legal issues that have taken the TCC concept, based on an outline business case, through a complex procurement competition that is now on the verge of delivering a unique public private partnership contract.
