John O`Laughlin PB Farradyne, Inc. Brief Biography ![]() John O'Laughlin was the commander of the State Patrol operations in the South Seattle area and was the liaison officer to Washington State DOT. He participated in the pre-design and design meetings with the Washington State Department of Transportation to implement the incident response program in the Greater Seattle area prior to the Goodwill Games. Earlier in his career, he was a fatal crash investigator, Detective Sergeant for crash investigations, Director of Research and Development, Manager of the National Accreditation program, and Hazardous Materials Incident Command specialist. John was also a transportation and military police officer in the Army Reserve. He commanded a transportation brigade during his last active duty assignment in "Desert Storm" and retired in 1997 as a Colonel. He is a graduate of City University in Seattle and attended graduate school at the University of Washington in the Executive Law Enforcement Command program. Since Joining PB over five years ago, John has worked almost exclusively on Incident Management projects. He developed the statewide incident management plans for Washington and Arizona. He has taught Incident Management courses over 70 times in over 40 states. John has also helped agencies with specific incident management projects including providing training and materials to transportation officials, police and fire departments on responder safety. He has presented executive and advanced Incident Management Courses to government leaders in 10 cities and is recognized as a national leader in multi-agency incident management issues.
